Livingston County Release Records
Livingston County has an unusual custody setup. The former county jail is closed, yet the elected Livingston County Jailer still handles transports and jail administration. Livingston Fiscal Court contracts with McCracken County Jail in Paducah to house local detainees. A local arrest may therefore create records in two counties: McCracken documents physical custody and release processing, while Livingston keeps transport records and the court case. Kentucky corrections, federal, and immigration systems apply only when one of those agencies actually controls the person.
“Released” must be read in context. A person may leave McCracken on bond, on a court order, after time served, or after a sentence ends. A departure may instead be a transfer to the Kentucky Department of Corrections, another jail, a medical setting, federal custody, or ICE. That person is no longer on McCracken’s current roster but is not necessarily free in the community. The release event and receiving-agency field resolve that distinction.
- Release
- An authorized end to one custody event, which may be to the community or another authority.
- Discharge
- The end of a DOC sentence or supervision relationship under the status and date shown by the agency.
- Time served
- Release based on credited custody time; the judgment and jail calculation give the legal basis.
- Detainer
- A request by another authority to hold or receive a person after the first custody matter ends.
- Parole
- Conditional release from prison under state supervision.
- Probation
- A court-ordered community sentence that may occur without a prison release.
Why Livingston Releases Occur Elsewhere
The official Livingston County Jailer page says the county jail closed May 16, 2005 because of new state regulations. The Jailer’s Office remains active and moves arrested people to another jail, then transports them for court and appointments. Under the county’s standing contract, McCracken County Regional Jail is the usual holding site. A website offering a live “Livingston County Jail roster” without this fact is pointing readers toward a facility that does not operate.
This closure changes the search from the first step. Check the McCracken County Jail site for present local custody. Contact the Livingston County Jailer when the receiving jail or transport path is uncertain. Use the Livingston Circuit Court Clerk for court authority. Nearby Kentucky State Penitentiary does not fill the local-jail role; it is in Lyon County, and only a person’s KOOL record can establish a state placement.
Where Livingston Inmates Are Released
Ordinary local release processing occurs at McCracken County Jail in Paducah because Livingston has no operating jail. Bond posting follows a separate location rule. During normal business hours it occurs at the Livingston County Justice Center, while after-hours posting may occur at McCracken. The researched sources do not publish a fixed daily exit time or a weekend and holiday release schedule.
Call the holding jail before arranging travel. Staff can confirm whether authority has arrived and whether processing is complete, but the written event remains the durable record. A court order, bond payment, or roster change may precede the actual walk-out time. If the person was handed to another agency, ask for that receiving agency rather than assuming a community release.
Livingston County Release Types
A release label tells what ended the custody event, but it does not always describe the whole case. Bond restores pretrial liberty while the charge continues. A dismissal-related order may end the basis for confinement. Probation places a sentenced person in the community under court terms, while parole follows prison and a board process. Transfers keep custody active elsewhere.
| Release type | Meaning | Next record to check |
|---|---|---|
| Bond or recognizance | Pretrial release after approved terms are met | Livingston bond order and McCracken release event |
| Time served or sentence end | Custody ends under the sentence and credited time | Judgment, jail computation, and timestamp |
| Probation | Court orders community supervision | Livingston court order and KOOL when recorded |
| Parole or mandatory reentry | State prison custody changes to supervision | KOOL, DOC Daily Releases, and supervision office |
| Transfer | Another jail or agency receives the person | Receiving agency locator and transfer record |
| Dismissal or other court order | A judge supplies authority affecting custody | Livingston case file and jail release event |
A roster disappearance cannot select one of these rows. It only proves that the name was not displayed at the time checked. A written release event should state the code, time, authority, and destination. Ask for the code legend when an abbreviation is unclear.
How Livingston County Bonds Release
Livingston publishes more bond detail than many counties. Its jailer page distinguishes release on recognizance, also called ROR or OR, from surety, unsecured, cash, partially secured, and property bonds. Recognizance is a promise to return. A surety bond uses an approved signer. An unsecured bond sets an amount without requiring it up front, while cash and partially secured bonds use the payment terms set in the order.
Property bonds are different here. The official county account says they may be completed only at the Livingston County Justice Center and must be authorized by the judge. During normal business hours, Livingston bonds are posted at the Justice Center. After hours, posting can occur at McCracken County Jail. The bond record and court order explain why the person left, but release processing may take time after authority arrives.
Does bond close the case? No. Bond ends the immediate jail hold under stated terms. The Livingston court case continues until a later disposition, and the person may need to return for scheduled proceedings.
Fields in Livingston Release Records
A county release record is often a group of documents rather than one certificate. It may include a booking summary, jail-system event, release-log row, bond paper, transfer sheet, or amendment. Identify the exact booking with the full name, known aliases, booking date, booking number, and arresting agency. Date of birth may help the custodian distinguish two people with the same name.
| Field | What it shows |
|---|---|
| Booking date and time | The start of the custody event being researched |
| Release date and time | When the jail recorded the person leaving that custody event |
| Release type or reason code | The agency’s stated category; request the code legend |
| Releasing authority | The court or official source that authorized the event |
| Bond details | Type, amount, and posting event when public |
| Destination or receiving agency | Whether departure was community release or continued custody |
| Charges and booking number | The case and booking tied to this event |
| Corrections or amendments | Later changes to an entry that may have been wrong |
The Kentucky DOC Daily Releases product has a different field set: DOC number, name, Type of Release, Released From, and Highest Felony Class. Its categories can include mandatory reentry supervision, minimum expiration, administrative minimum expiration, and shock probation. Those reports cover state offenders only, even when “Released From” names a county jail.
Request Livingston County Release Records
Kentucky’s Open Records Act covers existing public agency records. The Attorney General’s open-records resources provide the standard form, guide, and appeal information. Ask McCracken’s current records custodian for the booking and release packet. Ask the Livingston Jailer separately for transport, routing, or locally kept fee records. Court orders come from the clerk, not the jailer.
- Identify the person, approximate booking date, Livingston connection, and booking number if known.
- Request the existing booking summary and release event, including timestamps, reason code, code legend, authority, bond entry, and public destination field.
- Ask for an electronic copy in its existing form and for segregable nonexempt portions if some fields are withheld.
- Request a fee estimate before copies are made. In-person inspection at suitable facilities has no inspection fee.
- Keep the response and note which custodian created each record. A denial should cite and explain the exemption used.
Under KRS Chapter 61, an agency generally decides whether to grant or deny a request within five business days, with the clock starting on the first business day after receipt. A justified delay must explain why the record is unavailable and state the earliest access date. Ordinary noncommercial copies must reflect actual reproduction cost; the Attorney General’s guide says a charge above ten cents per page needs statutory authority or proof of greater actual cost.

Livingston Release Records and Expungement
KRS 61.871 through 61.884 set Kentucky’s public-access policy, inspection rules, exemptions, response duties, and Attorney General review path. Privacy, medical data, security material, juvenile confidentiality, and court sealing can limit a release packet. A custodian should provide reasonably separable public portions instead of withholding a whole record merely because one field is protected.
Expungement is a court process that can remove qualifying records from official public view. The Kentucky Court of Justice expungement process starts with a certification before filing in the county of the original charge. The official page currently lists $40 for certification, then a $50 felony filing payment and $250 upon grant. Eligibility and current costs must be checked at filing time.
An old private cache may outlast an official order. That does not make it the better record. Respect sealed or expunged material and rely on the current clerk and custodian response. Retention is also record-series specific. Research found no official promise that McCracken leaves a released person visible online for a fixed period.
Fees When Livingston Inmates Release
The Livingston Jailer publishes booking, bond, daily, transport, medical, medication, dental, weekend, and work-release amounts. The page does not place a current effective date next to each figure. Confirm the charge, payee, method, and amount before travel or payment. A fee entry does not establish why release occurred. Match it to the bond paper, court order, and jail event.
| Published item | Listed amount |
|---|---|
| Booking | $20 |
| Bond | $25 |
| Regular inmate | $10 per day |
| Transport | $20 |
| Weekender | $20 plus $30 processing per day |
| Medical or dental visit | $10 medical; $20 dentist |
These amounts can affect payment around bond or release, but none identifies the legal reason for the event. Confirm the current amount with the named office, obtain a receipt, and compare the charge with the bond paper or release record.
Identification After Livingston County Release
Kentucky’s 2024 HB 5 added certain felony offenders released from county jails and local correctional facilities to groups that may receive personal identification cards or operator’s licenses under stated conditions. Check the enacted HB 5 materials and current Transportation Cabinet guidance rather than assuming eligibility.
A wrong release entry should go first to its creator. McCracken handles its jail event, DOC handles KOOL, and the Livingston clerk handles a court order. Supply the booking, DOC, or case number and documents that show the error. That direct route avoids asking one office to alter a record controlled by another.
Find Livingston County Released Inmates
The strongest search uses two independent sources and follows custody rather than county labels. Start with the system that could hold the person now. Then obtain the legal or agency record explaining the last change.
- For a local Livingston arrest, search the McCracken current roster by name and record the access time.
- Search Kentucky VINE for the matching McCracken agency record and read the exact custody wording.
- Check the Livingston court docket and request the public case file for bond, sentence, dismissal, probation, warrants, or later orders.
- If DOC involvement is plausible, search KOOL broadly, then check the date-specific DOC Daily Releases report.
- Call McCracken with the full name and booking context. Ask whether the last event was community release or transfer.
- If online sources do not settle it, request the written release event and relevant Livingston transport record.
The 24-Hour Releases and 72-Hour Releases pages explain how to define recent time windows when no official county feed exists. For a calculated sentence date rather than a completed event, use the Release Date Lookup.
Which County Holds Release Records?
Livingston’s two-county split is central. McCracken answers whether the person is physically held there and records the local jail exit. Livingston answers what happened in the Livingston case. The Livingston Court of Justice page directs requests to the Circuit Court Clerk at 122 W. Adair Street, Smithland. District and Circuit records may show bond orders, charges, judgment, sentence, jail credit, probation, dismissal, warrants, and expungement orders where public.
The public Kentucky docket portal can identify a scheduled event. A docket is not proof that court occurred or that release followed. CourtNet may provide broader account-based case information, while the clerk holds the official record. Start with the live portal shown below, then obtain the relevant order.
Open the official CourtNet 2.0 Find a Case portal.
The screen is a case-search channel, not a live jail roster. Match the case number and read the filed order before connecting it to a physical release.
Kentucky Search for Livingston Releases
Kentucky Online Offender Lookup, known as KOOL, applies when DOC has recorded the person. It does not cover every county arrest. Search controls include last, first, and middle name; aliases; photo-only results; offender type; DOC and PID numbers; supervision status; location; county of supervision; and projected release date ranges. Do not leave an incarcerated-only filter active and treat a missing result as release.
| KOOL field | Use | Caution |
|---|---|---|
| Name and aliases | Find likely records | Match identifiers, not name alone |
| DOC # / PID # | Identify one state offender | These are not county booking numbers |
| Offender type | Include released or supervised records | Do not search only current inmates |
| Current location/status | Distinguish prison, supervision, or history | Quote the exact displayed label |
| Projected release range | Narrow calculated dates | A projection is not an actual release |
| County of supervision | Locate a supervision record | Assignments can move |
Open the detail and distinguish minimum expiration, good-time release date, parole eligibility, and a proposed parole date. Those labels are not interchangeable. Then search the DOC Daily Releases archive by suspected date and exact name or DOC number. The report’s type and released-from fields provide date-specific state confirmation.
Livingston Release Alerts and Supervision
Kentucky VINE supplies participating-agency custody status and notifications. For a Livingston local arrest, choose the McCracken County Jail record. Do not select a result merely because “Livingston” appears in its title; that can lead to another state or county. If both local and DOC records match, register on both when the service offers that choice.
Open Kentucky VINELink to search the correct agency record.
The portal may show custody, out-of-custody, transfer, agency, and update wording supplied for that record. It is a notification source, not a certified release order. Confirm an urgent event with McCracken or DOC and the legal authority.
After state release, the Kentucky Department of Corrections Division of Probation and Parole may supervise parole, probation, mandatory reentry, or another qualifying status. KOOL can identify the current office. Livingston maps to Paducah District 1 in the researched directory, but office assignment should be read from the person’s record. The Post-Release Supervision page explains the check and the difference between parole and probation.
Federal Livingston Release Searches
Use a federal locator only when the case or transfer is federal. The BOP Inmate Locator may display “Released,” a release date, or “Not in BOP custody” within its scope. That result does not confirm release from McCracken on a Livingston charge. Federal pretrial prisoners may remain under U.S. Marshals Service control without appearing as sentenced BOP prisoners.
View the official federal inmate locator and its search fields.
The federal screen should be paired with the federal case or clerk record. Its status says nothing about a separate Kentucky hold.
An ICE hold creates another path. McCracken release to ICE is a transfer, not confirmed community release. Search the ICE Online Detainee Locator by A-number and country of birth or by supported biographical fields. Recent processing may lag. If a documented transfer produces no match, use the official ICE ERO contact channel.
Where Livingston Release Status Appears
The right source depends on the last custody class. Keep the source name, access time, and exact status wording.
| Situation | Start here | Confirm with |
|---|---|---|
| Still in local custody | McCracken current roster | Jail or Kentucky VINE |
| Released local detainee | McCracken release event | Livingston court order |
| State prisoner or supervisee | KOOL | DOC Daily Releases and supervision office |
| Federal prisoner | BOP locator | Federal court or clerk |
| ICE transfer | ICE locator | ERO and county transfer record |
False matches are common. Compare date of birth, middle name, booking or case number, DOC/PID number, BOP register number, and agency. Also distinguish Livingston County, Kentucky, from Livingston Parish, Louisiana, and other counties with the same name.
Livingston County Release Facilities
These six facilities or custody systems cover the documented paths. The first is historical, the second routes local detainees, and the third is the operating jail under contract. The remaining systems apply only when their own records show control.
- Livingston County Jail (closed): no current release occurs there.
- Livingston County Jailer’s Office: routes detainees and may hold transport or local fee records.
- McCracken County Regional Jail: holds Livingston detainees and records the local physical exit.
- Kentucky DOC contract/community placements: KOOL and Daily Releases track state custody and discharge.
- Federal BOP system: the federal locator covers people within BOP’s scope.
- ICE detention network: the ICE locator follows a documented immigration transfer.
A transfer remains custody. Always identify the receiving agency before describing a person as released to the community.
